Parameter estimates are the estimates of coefficients on the interaction term between the foreign dummy, which takes 1 for foreign population, and lead and lag period specific dummies. Positive estimates signify an increase in foreign applicants relative to Spanish applicants, negative estimates indicate a decrease.
