To obtain these quantiles, the total change in the log synthetic benefits per population during the Farm Bill and the ARRA for each state, residualized by control variables, is used to separate the states into quantiles. The first quantile denotes the 24 states with the largest changes in residualized log benefits per population, and the second quantile denotes the 24 states with the smallest changes.
