Disagree with using belt as an improvised TQ; it just doesn't work. I also disagree with 'mouth to mouth' it's much more effective and beneficial to just do continuous compressions and keep that perfusion line up. Coming off the chest reduces perfusion to vital organs (the brain). Plus, mouth to mouth on a stranger (medical Hx, blood in mouth etc?) When a first responder arrives then ventilations and emergency oxygen can be introduced. I'd also say that people do need some form of training to administer 'first-aid' a TQ put on incorrectly is a TQ that is not working. St John's ambulance are good for workplace first aid. Wouldn't recommend them as a training provider for first responders.
