😶🌫️ When taxing tobacco, EU member states take very different approaches. Tax levels vary across Europe, and countries have divergent tax categories for products like e-cigarettes and nicotine pouches. This fragmentation in the EU single market is unfair on retailers and confusing for consumers. It drives cross-border shopping and can even encourage illicit trade. That's all bad news for public health. 🚭 The Commission's proposed reform of the Tobacco Taxation Directive would help address these issues, with increased minimum tax levels and updated product categories. But it will also adapt tax minima to local purchasing power, so that the impact is fairly spread.

🍹 The "tax mix" refers to the combination of tax types which together make up a state's tax revenues. Despite differences between Member States, labour taxes have long been the dominant source of revenue for the EU as a whole. In an aging population, this dependence could become a risk. ⚖️ Shifting the tax burden from labour to other sources can reinforce growth and fiscal sustainability.
