This Issue Brief highlights the strong connection between public health and transport planning, often unrecognized by either public health or transport practitioners in India. It aims to ensure that transport is brought into the public health discourse and vice versa, and to make the case for conducting health impact assessments (HIA) for urban transport policies and investments prior to implementation. Particularly in developing countries like India, the health impacts from transport are significant, in the form of exposure to air pollutants, impacts on traffic safety and accidents, and the extent to which transport investments and choices encourage (or discourage) physical activity.
Through an in-depth literature review of the evidence regarding these health impacts of transportation and methodologies to analyze them, a health impact assessment (HIA) methodology was developed for application in the urban Indian context using known Indian data sources. This use of this methodology was then demonstrated for the case of the Indore Bus Rapid Transit (BRT) project using original pre-project and post-project data, and it could be applied to any other project, provided pre-project baseline health data is collected. To the authors’ knowledge, an analysis of this kind has not been done before for a transport project in India and would provide important insights to both, public health and transport practitioners in India and other developing countries facing similar challenges with urban transport.Other authorsSee publication -

In the months leading up to the preparation of the Draft Transportation 2030 Plan, MTC conducted a performance evaluation of over 400 projects. MTC’s objective was to link potential investments to the Transportation 2030 goals and inform decisions about which new projects to recommend for inclusion and whether to recommit to existing projects with cost increases…

In the months leading up to the preparation of the Draft Transportation 2030 Plan, MTC conducted a performance evaluation of over 400 projects. MTC’s objective was to link potential investments to the Transportation 2030 goals and inform decisions about which new projects to recommend for inclusion and whether to recommit to existing projects with cost increases. The project performance evaluation represents an ambitious extension of the performance analysis for the 2001 Regional Transportation Plan, in which MTC assessed the performance of alternative investment packages but not of individual projects.

Motorized two-wheelers present a challenge to transport policy and planning professionals on one hand because of the serious safety concerns and dependence on personal motorized vehicles that they engender. On the other hand, they are an important transport mode for a large proportion of people who lack access to good quality, affordable public transport options. Motorized two-wheelers deserve attention both as a separate mode with unique characteristics, as well as a mode that functions as a key part of an integrated multimodal transport system, and must be managed as such to ensure that the advantages of this mode can be realized, while the challenges can be mitigated. The working paper is expected to initiate policy discussion on the topic, it will be followed by an expert workshop focusing on “design thinking” to solve some of the issues associated with managing two-wheelers, based on which, a more detailed report on two wheelers will be prepared in the future.Other authorsSee publication
