    This report explores a route to provide the energy for a prosperous future world of 10 billion people while also managing CO2 emissions in order to meet the Paris ambition of limiting warming to less than 2C. It shows that alongside efforts to boost the share of zero and low carbon energy sources and improve energy efficiency, enormous transformation will be required across all energy demand sectors, in transport, buildings and across multiple industries. It describes the potential speed of these transitions and lays out considerations of how to accelerate them to meet the Paris goal.

This rate is almost the equivalent of adding a new city the size of Singapore every month. Such rapid growth presents economic opportunities. At the same time, it will also place enormous strain on the systems and resources that are essential for our shared wellbeing and prosperity. New Lenses on Future Cities, is the first in a series of supplements to the New Lens Scenarios published by Shell in March 2013. It explores the energy implications of urbanisation. The report looks at different types of cities, how they may evolve and the conditions which shape how well they adapt and reform to external change.

Therefore, it is fundamentally different from the formal high level groups set up by the EU Commission to advise within a strict mandate.
