Proud to support once again the NZ Wind Energy Association Summit for 2025. What a brilliant future in stock for the wind energy sector, both onshore and offshore! Our own Alison Lane did a wonderful job showcasing the work we have done so far on our seabird (sorry, "avifauna"!) risk assessment methodology. Tools like this will assist developers, regulators, eNGOs and communities to focus research and mitigation efforts and get the best outcomes for the environment and offshore wind developments. Thanks to JERA Nex bp and New Zealand Offshore Wind Limited for collaborating on this project, and to Kevin Hart and Kira Mikelatos at NZWEA for the opportunity to present. Taranaki Offshore Partnership
Wind Electric Power Generation
We are a partnership of two giants of infrastructure investment.
About us
Our vision is that offshore wind provides transformational and scalable clean energy for future generations of New Zealanders. For that, we are investigating the feasibility of a large offshore wind farm off the coast of South Taranaki. We envisage the wind farm being located roughly 25km offshore – just visible over the horizon on a clear day. With up to 70 of the most powerful wind turbines available on the market (almost as tall as the Sky Tower in Auckland!) the farm could power 650,000 homes and satisfy around 10% of Aotearoa’s electricity demand. We are working hard on studying and understanding the community and environment of South Taranaki to start developing mitigation plans and minimising impacts.

𝗛𝗼𝘄 𝗹𝗼𝗻𝗴 𝗱𝗼𝗲𝘀 𝗶𝘁 𝘁𝗮𝗸𝗲 𝗳𝗼𝗿 𝗼𝗳𝗳𝘀𝗵𝗼𝗿𝗲 𝘄𝗶𝗻𝗱 𝗳𝗮𝗿𝗺𝘀 𝘁𝗼 𝗿𝗲𝗽𝗮𝘆 𝘁𝗵𝗲𝗶𝗿 𝗰𝗮𝗿𝗯𝗼𝗻 𝗮𝗻𝗱 𝗲𝗻𝗲𝗿𝗴𝘆 𝗱𝗲𝗯𝘁? We partnered with Professor Alan Brent and PhD candidate, Isabella Pimentel Pincelli from the Sustainable Energy Systems research group at Victoria University of Wellington to find out and the results are exciting! ⚡ 𝗘𝗻𝗲𝗿𝗴𝘆 𝗽𝗮𝘆𝗯𝗮𝗰𝗸 𝘁𝗶𝗺𝗲: Offshore wind recovers the energy used in manufacturing, installation and end-of-life management in about one year, proving its efficiency as a renewable energy source. ♻️ 𝗖𝗮𝗿𝗯𝗼𝗻 𝗽𝗮𝘆𝗯𝗮𝗰𝗸 𝘁𝗶𝗺𝗲: Offshore wind farms offset their construction emissions in 5.5 to 7.3 years when replacing grid electricity. If replacing gas turbines, the pay back is even faster, 2.8 to 3.9 years. This means for approximately 25 years of their 30-year operational life span, offshore wind farms provide a net carbon benefit. 🌀 𝗟𝗼𝘄 𝗰𝗮𝗿𝗯𝗼𝗻 𝗳𝗼𝗼𝘁𝗽𝗿𝗶𝗻𝘁: Offshore wind farms emit just 18.4 to 25.2 grams of carbon dioxide equivalent emissions for every kilowatt-hour of electricity produced. This means they generate electricity with minimal environmental impact compared to many traditional energy sources. These findings reaffirm that offshore wind is not only a game changer in reducing carbon emissions but also a critical part of our journey toward a cleaner, more sustainable energy future in Aotearoa New Zealand. Almost two years ago, we pioneered a first-of-its-kind study in New Zealand, deploying a Floating LiDAR (FLiDAR) off the coast of Taranaki. The goal? To gather high-quality offshore wind and metocean data to support the assessment of our proposed offshore wind site. We’re excited to share that the data collection is now complete. The FLiDAR has been safely retrieved and brought back to land, marking another major milestone, not just for our project, but for the future of offshore wind in Aotearoa. With this dataset, we’re better equipped to understand the wind resource, design with confidence, and advance the development of offshore wind with greater certainty. A huge thank you to AKROCEAN and New Zealand Offshore Services Limited, our campaign partners, for their fantastic service and support throughout the deployment. Their expertise and professionalism made it possible to deliver a safe, efficient, and high-quality campaign from start to finish. Our Business Development Director Giacomo Caleffi and Commercial Director Matt Gill had the opportunity to present at the New Zealand Parliament's Transport and Infrastructure Select Committee on our submission to the Offshore Renewable Energy Bill. We’re pleased to support the Bill and commend the Government and the Ministry of Business, Innovation and Employment for their proactive approach in developing a pragmatic permitting framework to enable the growth of offshore renewable energy in New Zealand. At the submission today, Giacomo and Matt highlighted several key recommendations to strengthen the Bill and support its intent to create a clear and effective regulatory pathway for investment in offshore renewable energy. 𝗘𝗻𝗮𝗯𝗹𝗶𝗻𝗴 𝘁𝗵𝗲 𝘀𝘁𝗮𝗴𝗶𝗻𝗴 𝗼𝗳 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀 – We recommend provisions to allow offshore wind projects to be delivered in phases. This approach enables developers to optimise investment and manage costs while delivering efficient outcomes for New Zealand. 𝗣𝗿𝗼𝘃𝗶𝗱𝗶𝗻𝗴 𝗴𝗿𝗲𝗮𝘁𝗲𝗿 𝗰𝗲𝗿𝘁𝗮𝗶𝗻𝘁𝘆 𝗮𝗿𝗼𝘂𝗻𝗱 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝗻𝗴 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 – We suggest clearer guidance to incentivise responsible and prudent development, allow developers to negotiate application overlaps efficiently, and clarify how overlaps with non-offshore renewable energy permit holders will be handled. 𝗥𝗲𝗱𝘂𝗰𝗶𝗻𝗴 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗼𝘃𝗲𝗿𝗹𝗮𝗽 – We support a permitting approach that consolidates requirements and minimises duplication with other regulatory regimes. 𝗖𝗹𝗮𝗿𝗶𝗳𝘆𝗶𝗻𝗴 𝗮𝗽𝗽𝗲𝗮𝗹 𝗿𝗶𝗴𝗵𝘁𝘀 𝗮𝗻𝗱 𝗿𝗲𝘃𝗼𝗰𝗮𝘁𝗶𝗼𝗻 𝗽𝗼𝘄𝗲𝗿𝘀 – We recommend that robust decision-making processes are embedded in the Bill, in relation to appeal and non-compliance, with revocation of permits treated as a last resort. We believe these amendments, alongside other equally important ones that we articulated in our submission, will help unlock the level of investment needed to develop New Zealand’s offshore wind potential and support the country’s energy transition.
