The Agency's main objective is to provide technical and scientific assistance to the European Commission and Member States in the proper development and implementation of EU legislation on maritime safety, pollution by ships and security on board ships. To do this, one of EMSA's most important supporting tasks is to improve cooperation with, and between, Member States in all key areas. In addition, the Agency has operational tasks in oil pollution preparedness, detection and response. As a body of the European Union, the Agency sits at the heart of the EU maritime safety network and collaborates with many industry stakeholders and public bodies, in close cooperation with the European Commission.

  • EMSA has launched a Preliminary Market Consultation, designed to provide the Agency with additional knowledge on brokerage and data acquisition services for maritime-related data, licence access arrangements and the existing market structure. EMSA is seeking to better understand the market structure for all types of data and licences related to all aspects of the maritime domain, including technical, operational, commercial, regulatory, security and environmental, among others.   • This summer, EMSA took part in POLEX 2025, Belgium’s national marine pollution response exercise, coordinated by the Federal Public Service (FPS) Health in the North Sea, near the port of Zeebrugge. As part of the ongoing Multipurpose Maritime Operation in Belgium and France, EMSA’s chartered vessel Interballast III joined forces with Belgian national assets and the French Navy vessel  Argonaute to simulate response to a major oil spill scenario near offshore wind farms. A hay-based simulant was released to mimic oil, with mechanical recovery as the primary response strategy. Under the coordination of a Belgian coast guard surveillance aircraft, Interballast III deployed sweeping arms and booms, followed the Argonaute into the spill area, and conducted simulated recovery operations. The exercise also featured a successful ship-to-ship (STS) transfer with the vessel Zeetijger, transferring the collected simulant onboard. To further enhance situational awareness, EMSA’s CleanSeaNet service provided satellite imagery to support the operation. POLEX 2025 offered a valuable opportunity to test interagency communication, assess procedures in complex environments and reinforce cross-border cooperation in pollution response at sea.

  • EMSA’s subsea service has been supporting a marine safety investigation in Italy. On 4 July, EMSA’s Remotely Operated Vehicle (ROV) was deployed off the coast of Tuscany to assist in a safety investigation led by Italy’s Ufficio per le investigazioni ferroviarie e marittime (DIGIFEMA), with the participation of Cyprus’s Marine Accident and Incident Investigation Committee (MAIC). The ROV carried out a detailed underwater survey of a grounded hopper dredger, providing valuable imagery to support the ongoing safety investigation. The operation was safely conducted under the coordination of the Italian Coast Guard, Corpo delle Capitanerie di Porto - Guardia Costiera. This successful deployment underlines the importance of close cooperation between EMSA and national authorities in strengthening maritime safety across the EU.   • EMSA has published the third, fourth, and fifth parts of its study series on the safety of ammonia as a fuel in shipping. The overall aim of the study – which started in 2023 - is to assess the safety of the use of ammonia in the maritime industry, with the first part of the study series focusing on an analysis of ammonia’s unique hazards, including toxicity, corrosiveness, and solubility in water. The newly published third part of the study describes the hazard and operability analysis of a generic ammonia fuel supply system, from the fuel tank to the internal combustion engine, complemented by consequence modelling of potential ammonia leaks through CFD simulation. The fourth and fifth parts describe the results of similar HAZID exercises on the use of ammonia as fuel in specific ship designs – a Newcastlemax dry bulk carrier and a mega ro-ro respectively – including the risk assessment of scenarios involving simultaneous operations in ports. The series has been developed concurrently with the now-approved IMO Guidelines on the Safe Use of Ammonia as Marine Fuel (MSC.1/Circ.1687).   • Our RPAS services are carrying out 🛩️nine deployments in parallel across 11 EU and EEA Member States this summer. Our RPAS are supporting national authorities in a broad range of activities such as maritime safety including search and rescue, pollution monitoring, maritime security and fisheries control. 🌊🚢 🐬 We’re flying in:  📍 La Manche and the Southern North Sea for French and Belgian authorities 📍 The Northern Baltic Sea for Finnish, Latvian, and Estonian authorities 📍 The Gulf of Genoa for Italian authorities 🐳 🐳 🐳 📍 The North Sea for Danish and Norwegian authorities 📍 The Atlantic region for Spanish and Portuguese authorities 📍 Western Baltic Sea with German and Danish Authorities, in support of emissions monitoring operations.   • Our RPAS services are currently supporting the European Fisheries Control Agency - EFCA on board its three chartered fisheries patrol vessels! The Ocean Sentinel, Ocean Guardian, and Ocean Protector are operating in different sea basins - from the Mediterranean Sea to the North Atlantic - to support Member States in fisheries inspection and control. Each EFCA vessel has an RPAS pilot and two lightweight RPAS systems on board. The RPAS flies above the surface of the sea, helping EFCA and the fisheries inspectors on board the EFCA vessels to identify fishing vessels and to collect information about fishing activity.
