The Children’s Commissioner has published the first-ever school census. It paints a clear picture of schools acting as frontline services for children with unmet needs. For children with SEND, a few things stand out. Schools say attendance and progress for pupils with EHCPs or SEN support now matter more than attainment. Many want access to counsellors and psychologists but cannot provide them. There is also a proposal for new statutory Education Plans for children struggling with attendance or engagement. On the surface, this could be a chance to get earlier help to children who do not qualify for an EHCP. But the risk is that some children currently protected by EHCPs could be moved onto these new plans. That matters because 𝐄𝐇𝐂𝐏𝐬 𝐚𝐫𝐞 𝐥𝐞𝐠𝐚𝐥𝐥𝐲 𝐞𝐧𝐟𝐨𝐫𝐜𝐞𝐚𝐛𝐥𝐞. Families can and do use the SEND Tribunal to secure their child’s education. Without an EHCP, would families lose that safeguard? If Education Plans do not carry the same rights, protections could be weakened rather than strengthened. The census also shows how many schools do not know when a child is living with bereavement, housing problems or other hidden challenges. Recognising those needs is essential, but schools cannot carry that responsibility alone. 𝐃𝐚𝐭𝐚 𝐬𝐡𝐚𝐫𝐢𝐧𝐠 𝐚𝐧𝐝 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐜𝐫𝐨𝐬𝐬 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐜𝐫𝐮𝐜𝐢𝐚𝐥. 📢 DfE consultation response: strengthening protections in non-school alternative provision The government has confirmed plans to introduce mandatory national standards for all non-school alternative provision. Local authorities will be responsible for quality assurance and maintaining directories of approved provision. All placements will be time-limited, with children remaining on school rolls and clear plans for reintegration. The role of EOTAS will be reviewed further before any decision on regulation. We welcome the government’s commitment to raising standards in alternative provision. Safeguarding, accountability and quality assurance are essential. But there is a fundamental challenge. Without sufficient school places that meet the needs of learners with SEND, time-limited placements and reintegration plans risk creating harm rather than supporting progress. Flexibility and personalisation are not optional extras. They are what make AP effective. 📉 School attendance is back in the headlines, but what stories are still going untold? As students return this week, the Department for Education is urging families to ensure high attendance, citing persistent absence as a key priority. But here's the reality we see every day: Pupils with an EHCP are nearly six times more likely to be persistently absent than their peers. Almost 50% of pupils with SEND support were persistently absent last year. One in five pupils with an EHCP missed more school than they attended last year. For the students we support at Love2Learn Education, the answer isn’t “just get them back into school.” Some are on roll but not able to attend. We work with their schools to provide temporary or longer-term packages; tuition at home; hybrid reintegration support; or carefully scaffolded online learning, until the right provision can be secured. Others have EOTAS packages in place because there is no school currently able to meet their needs. That decision isn’t made lightly. It often follows years of struggle, tribunal hearings, and professional evidence that a bespoke solution is the only viable one. But here’s the part the headlines don’t show: There are many more children in similar situations who aren’t getting this level of support. Their families may not have the resources to fight for an EOTAS package. Their schools and LAs may be overstretched. These children are out of sight - and out of options. So instead of simply urging parents to “get children back in,” perhaps we should be asking: What barriers to attendance exist in our current system? What support do schools need to re-engage students safely and meaningfully? What stories aren't being heard? We’d love to hear from teachers, school leaders, and SEND professionals.
