    In my experience, resistance to change is often due to lack of proper communication. Ideally, before the change, the migration (and its importance) should be justified and explained - this ensures openness and cultivates a shared vision of 'why the migration is required'. However, in this scenario, since the migration is on-going, listening to the concerns and explaining the importance will bridge the communication gap and foster the 'shared vision'. It all boils down to communication.
