#FlashbackFriday to 1968, when the DMV launched an experimental "open book" written test offered to 24,000 driver’s license applicants. Test-takers had to score 100%, but they could use the California Vehicle Code Summary to look up answers. The idea? A test that teaches as it quizzes. The image above was featured in a press release in February 1969, "Open Book Test Taught DMV a Great Deal and the Test-takers Learned a Lot Too.” Today, the written knowledge test requirement has been eliminated for most California driver’s license renewals.

Before computers and electronic records, DMV team members relied entirely on paper files to process customer calls. One team member would note the customer’s auto license number and hand it to another team member, who then rushed to the filing cabinet workers in the second photo to pull the corresponding file.
