The Collaborative on Citizen Data was officially launched at the 4th UN World Data Forum in April 2023, in response to recommendations from the UN Expert Meeting on citizen data held in November 2022 and decisions of the 54th Session of the UN Statistical Commission in 2023 (decision 54/102), to foster systematic collaboration among civil society, national statistical systems, academia, and other relevant stakeholders to advance the sustainable coordination, production, and use of citizen data for impact.

How can countries make citizen data more visible, trusted, and actionable? This morning, colleagues from Kenya and Malawi joined a peer exchange on developing citizen data commons—shared platforms to raise awareness of citizen data, identify gaps, and strengthen collaboration between data producers and official institutions. The session was organized under the Collaborative on Citizen Data and co-led by United Nations Statistics Division and Global Partnership for Sustainable Development Data. Both countries are in the early stages, and discussions focused on: 🎯 Objectives – from building a central repository for CSOs, NGOs, and government to telling the stories behind the data. 🏛️ Data governance and validation – including the role of national statistical offices and Malawi’s upcoming CSO data validation guidelines. 📈 Sustainability – exploring resources, financing models, and ongoing stakeholder engagement. The exchange also explored how national initiatives can connect with global work on citizen data commons, ensuring these platforms are trusted, accessible, and deliver value for decision-making and development. “Citizen-led assessments […] cannot substitute for strong public systems. But what they offer is vital: data that is participatory, disaggregated, and grounded in lived reality.” In this blog by Sahar Saeed, you get to read about citizen data in action. Through the example of ASER Pakistan (Annual Status of Education Report), a model where communities assess children’s foundational literacy and numeracy, Saeed highlights how citizen-led assessments are challenging assumptions, filling data gaps, engaging citizens, and informing national educational policy. One of the goals behind the Copenhagen Framework on Citizen Data was to create pathways for initiatives like ASER to be recognized and integrated into national systems. 💡 Data integration isn’t new—but it’s always exciting to explore new ways of connecting the dots. Bringing together seemingly unrelated data sources can generate fresh insights—whether it's shedding light on underserved populations, filling data gaps in overlooked areas, or even tracking the growth of a forest. 🌱 Lately, We’ve been exploring: 👉 Could citizen data be used to validate small area estimation (SAE) models? 👉 Could SAE methods help us integrate citizen-generated data with household survey data to improve local-level insights? Such questions are just the beginning. It was a privilege to share these initial reflections alongside Professor Monica Pratesi at this year's SAE conference in Turin.
