💧 How Groundwater Permits & Conversions Support a Sustainable Edwards Aquifer 💧 To protect the Edwards Aquifer for generations to come, we use a variety of tools to manage how permit holders withdraw water. One important strategy? Understanding the difference between base and unrestricted irrigation rights, and how BIG (Base Irrigation Groundwater) conversions help meet our region’s growing water demands. 🔹 Base irrigation rights are tied to specific farmland and are subject to cutbacks during drought or critical periods. 🔹 Unrestricted rights offer more flexibility. They can be bought, sold, leased, and used for irrigation, industrial, or municipal purposes, and are not subject to drought reductions. When initial permits were issued, most irrigation permit holders received two acre-feet of water per acre of irrigated land—one acre-foot as base water and one as unrestricted. But what happens when that land is no longer used for farming, say, it's turned into a subdivision? This is where BIG conversions come in. When farmland is developed, a public water utility can work with the landowner to convert base irrigation water into unrestricted water, which is then transferred to the utility to support new homes or facilities. ✅ This process ensures no additional water is pumped from the aquifer. ✅ It also helps cities and communities grow responsibly, using existing water resources rather than drawing more. The Edwards Aquifer Authority is a political subdivision of the State of Texas that was created to manage, enhance, and protect the Edwards Aquifer system. A 17-member board of directors representing Atascosa, Bexar, Caldwell, Comal, Guadalupe, Hays, Medina, and Uvalde counties continues its mission Teams of geologists, hydro-geologists, environmental scientists, environmental technicians, educators, and administrative staff collaborate daily to manage, enhance, and protect the Edwards Aquifer for the approximately 2 million South Texans who rely on the aquifer as their primary source of water. The focus of the Education Program is to inform and educate our community of learners about the Edwards Aquifer and the issues affecting it as the region's primary water resource.
