POSITION DUTIES

This position serves to support the Fiscal Services Chief II in the management, control, and

reporting on all fiscal (budget, procurement, and accounting) operations for Western Correctional Institution and North Branch Correctional Institution. This position also provides information to the institutions’ managing officers and supervises various finance office personnel.

BUDGET PREPARATON AND MANAGEMENT

  • Assists the Fiscal Services Chief II in the preparation of the annual budget request. Each request is prepared by analyzing past budgetary experience, current trends, inflationary rates, and information given from the Department of Budget and Management and the Department of Public Safety and Correctional Services, Office of the Secretary, Finance Office. Meetings are also held with the Warden, Assistant Warden, and Department Heads of each institution to get their input as to their budgetary needs. Salaries are reviewed in concert with a complete analysis of previous year actual expenditures and current year appropriations of every line item.

Prepares the monthly budget projections for the North Branch Correctional Institution and will assist with the Western Correctional Institution projections.Surplus or deficit for each object is analyzed.Utilizes the projection in making expenditure decisions and to monitor expenditures.

Serves as the primary assistant to the Fiscal Services Chief II when compiling and finalizing data relating to the fiscal year-end closing in accordance with GAD guidelines.

ACCOUNTING OFFICE/SUPERVISION

  • Assists in the management and control of the overall operations of the fiscal office to include Accounts Payable, Inventory, and Incarcerated individual Accounts .Has full supervisory responsibility for Accountant II.This includes planning, coordinating, supervising, and evaluating the work of the Accountant II.Supervises the work of fiscal employees in the accounting office operations (Accounts Payable, Inventory and Incarcerated individual Accounts). Observes employees’ productivity, efficiency, accuracy, and identifies and corrects errors. Guidance is given to staff in assigned tasks ensuring that proper procedures are followed and adherence to all policies and procedures. Required to complete employee evaluations. Must also handle employee disciplinary problems, which involves counseling and/or reprimands. Reviews and approves employee leave requests, MS22s and evaluations.

Assists the Fiscal Services Chief with the determination and implementation of solutions to day-to-day problems.Assists in the development of new internal procedures.Assists in establishing and maintaining adequate internal controls to ensure completion of all requirements in a timely manner.

Reviews supporting documentation for disbursements on a test basis comparing the invoices to ensure the goods and services are received.

INVENTORY MANAGEMENT

  • Coordinates with the Inventory and Correctional Supply Staff in the management of Commissaries, general storerooms, and warehouses, etc.Assists the inventory staff in reviewing the monthly inventory counts taken at each location ensuring compliance with DGS regulations.

Minimum Qualifications

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes

  • Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  • Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
  • Applicants may substitute one year of professional auditing experience for one year of accounting experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

Desired Or Preferred Qualifications

  • Three years of professional experience supervising subordinate staff in a financial services setting.
  • Two years of professional experience in preparing annual budget requests, year-end closing documents, and monthly budget projections using the Financial Management Information System (FMIS) or similar financial management system to process accounting data.
