Job Description
Title: Associate Director, Health Policy & Advocacy Date: August, 2025
Reports to: Vice President of Government Relations & Advocacy
Position Summary:
The Associate Director, Health Policy & Advocacy leads the organization’s state and federal health policy work to improve access to care, reduce utilization management barriers, and advance outcomes for people living with psoriasis and psoriatic arthritis. This role combines policy analysis, strategic advocacy, and stakeholder engagement, with a focus on health economics and patient-centered evidence to drive systemic change.
Core Responsibilities
Policy Analysis & Development
Monitor and analyze legislative and regulatory activity related to psoriasis care, including but not limited to utilization management practices (e.g., step therapy, prior authorization, non-medical switching), prescription drug access, formulary transparency, and provider reimbursement.
Develop policy positions and legislative recommendations that reflect patient needs, clinical best practices, and real-world treatment barriers.
Integrate health economics and outcomes research (HEOR) into advocacy messaging—demonstrating the burden of disease, cost of delayed treatment, and value of timely, continuous care for psoriasis patients.
Prepare and update issue briefs, comment letters, testimony, and policy one-pagers grounded in both policy evidence and lived experience.
Advocacy & Government Relations
Build and manage relationships with state and federal lawmakers, regulatory agencies (e.g., CMS, HHS), and policymakers to advocate for access to appropriate treatments for psoriasis.
Support legislative campaigns and regulatory initiatives that address harmful utilization management practices.
Represent the organization in coalitions (e.g., National Health Council, All Copays Count Coalition, Safe Step Ad Hoc Coalition, Partnership to Protect Coverage, Coalition of Skin Diseases) to align psoriasis priorities with broader patient access efforts.
Lead or assist with Hill Days, advocacy training for patients, and direct lobbying efforts.
Health Economics & Access Strategy
Work with internal and external experts to translate HEOR findings (e.g., burden of disease, quality-of-life data, cost-effectiveness models) into policy-relevant messaging.
Analyze payer trends, including formulary coverage and UM policies across public and private plans (Medicaid, Medicare Part D, commercial).
Support the organization’s efforts to engage payers and PBMs around access barriers and value-based care models.
Stakeholder Engagement
Partner with patients, clinicians (e.g., dermatologists, rheumatologists), and researchers to elevate real-world treatment access issues.
Facilitate engagement with advisory committees, patient advocates, and coalition partners to inform and co-develop advocacy strategies.
Collect and amplify patient stories that reflect policy barriers—e.g., treatment delays due to prior authorization or step therapy failures.
Communications & Public Education
Collaborate with the communications team to develop advocacy messaging and public-facing materials that make policy issues understandable and compelling.
Contribute to newsletters, action alerts, blogs, op-eds, and social media content related to utilization management, access, and HEOR findings.
Deliver policy updates and briefings to internal teams, board members, and external stakeholders.
Organizational Strategy & Reporting
Help define the organization's annual policy priorities in alignment with strategic goals and evolving federal/state landscapes.
Track and report on key performance indicators related to policy wins, stakeholder engagement, and patient impact.
Support advocacy-related grant applications and reporting, particularly those focused on access and affordability.
Qualifications
Bachelor’s or Master’s degree in Public Policy, Public Health, Health Economics, or a related field.
3–7 years experience in health policy, government relations, or advocacy (nonprofit or healthcare setting preferred).
Deep understanding of utilization management policies and payer trends.
Familiarity with HEOR principles and ability to translate technical data into policy messaging.
Excellent communication, relationship-building, and strategic planning skills.
Passion for improving the lives of people living with psoriasis and other chronic or immune-mediated conditions.
