Academic Requirements: Required - Bachelor’s degree required; Master’s preferred.
Experience Requirements: Required - Minimum five years of experience in capture management or government business development, particularly in the Washington, D.C. market. Proven success in managing pre-proposal positioning strategies, stakeholder engagement, and intelligence gathering. Experience with state and federal procurement, particularly in human services, education, or health sectors, is strongly preferred. Demonstrated record of win strategies, teaming agreements, and decision gate processes.
Summary: The Capture Manager is responsible for leading capture efforts for competitive government contracts and grants aligned with affiliate priorities. Based in Washington, D.C., this role builds early-stage relationships, develops pre-solicitation strategies, and supports win themes and teaming approaches. The Capture Manager coordinates with affiliate and headquarters teams to position the organization effectively for awards and ensure readiness to respond when solicitations are released.
Critical Action Items:
Capture Planning & Strategy
- Lead opportunity qualification and pre-proposal strategy for assigned pursuits, including discretionary federal grants and cooperative agreements
- Develop and manage capture plans, including key milestones, competitor analysis, and customer engagement
- Identify and cultivate relationships with government decision-makers and industry partners, (including grant program officers and philanthropic funders, where applicable)
- Track and report on pipeline development and capture progress in Salesforce or designated CRM
- Facilitate internal bid/no-bid discussions based on data, alignment, and capacity
- Work with proposal managers, budget analysts, and affiliate staff to align pre-RFP and NOFO (Notice of Funding Opportunity) planning with execution
- Develop draft outlines of technical strategies and win themes in coordination with subject matter experts for both grant and contract opportunities
- Support teaming agreements and partnership negotiations to ensure optimal positioning
- Maintain a strong presence in the D.C. contracting ecosystem, attending key briefings, industry days, and networking events
- Monitor legislation, policy changes, and agency trends that influence affiliate strategy
- Provide regular intelligence briefings to internal teams and affiliates to inform planning and development
- Lead capture on at least six qualified grant or contract opportunities per year with a targeted win rate of 30% or higher
- Develop and maintain up-to-date capture plans for all active pursuits
- Establish at least five new relationships with agency or prime contractor representatives annually
- Deliver quarterly pipeline and intelligence reports for affiliate planning
- Deep knowledge of federal and state procurement and grants management processes
- Strong interpersonal, communication, and negotiation skills
- Ability to manage complex, multi-stakeholder capture efforts
- Familiarity with Salesforce or other CRM systems
- Strong writing and presentation skills for internal and external audiences
- Valid state driver’s license and the ability to pass a clear criminal background check
