America250 is seeking a Procurement Manager to oversee the full lifecycle of contracts and agreements supporting the Commission and America.org, Inc.’s mission. Reporting to the Vice President of Finance and working closely with senior leadership, the Procurement Manager will manage procurement processes, negotiate agreements, ensure compliance with applicable laws and policies, and safeguard the organization’s contractual and financial interests.

 

This individual will serve as a critical liaison between internal teams, vendors, and partners, ensuring efficient, transparent, and compliant contracting practices across a fast-paced, high-profile national initiative. The Procurement Manager will be responsible for leading the Request for Proposals (RFP) and overseeing the lifecycle of contracts: leading the procurement from pre-signature (creation, negotiation, and approval) and post-signature (execution, ongoing management, and tracking). 

 

 Key Responsibilities

●      Manage the end-to-end contracting process for vendors, consultants, and partners, from RFP through execution.

 

●      Draft, review, and negotiate a variety of RFPs. In collaboration with our General Counsel and Finance Team, oversee contracts, including vendor services and consulting agreements.

●      Ensure compliance with applicable federal, state, and organizational policies and procedures, including those of the U.S. Semiquincentennial Commission and the America250.org, Inc. 501(c)3 procurement policies.

●      Maintain accurate contract records, monitor key deadlines, and track deliverables, renewals, and amendments.

●      Provide information in slide decks and other communications for presentation to the Board and Commission for approval of contracts.

●      Support financial and program teams by ensuring contract terms align with budget, scope, and programmatic objectives.

●      Collaborate with legal counsel on risk management, compliance, and contractual disputes when necessary.

●      Develop and refine internal contract management systems, tools, and best practices to strengthen organizational efficiency.


Provide guidance and training to staff on contract and procurement processes. Review and update as necessary the procurement policy in collaboration with senior leadership.

Qualifications

●      Bachelor’s degree in business, finance, legal studies, public administration, or related field (PMP certification and/or Master’s preferred but not required).


●      5+ years of progressive experience in contract management, procurement, or legal/administrative operations, ideally within a nonprofit, government, or federally affiliated organization.


●      Strong knowledge of contracting principles, procurement regulations, and compliance requirements.


●      Demonstrated ability to draft, review, and negotiate a wide variety of contract types.


●      Exceptional organizational skills, attention to detail, and ability to manage multiple projects in a fast-moving environment.


●      Excellent written and verbal communication skills with the ability to build trust and strong relationships with diverse stakeholders.


●      Proven ability to exercise sound judgment, discretion, and integrity in all contractual matters.

Compensation & Benefits

  • Salary Range: $106,088 – $142,313
  • Hiring Range: $115,000 – $125,000
  • 4 weeks Vacation, full benefits, 12 holidays, Winter Break
  • 401(k) match
