LightFeather is seeking an experienced IT Program Manager to lead the delivery of federal technology modernization projects. The Program Manager will serve as the primary point of coordination between federal stakeholders, technical teams, and LightFeather leadership, ensuring projects are delivered on time, within scope, and compliant with federal standards. This role focuses on driving cloud migration, DevSecOps implementation, database modernization, and platform transformation initiatives that deliver measurable value to government agencies. The ideal candidate will excel in agile environments and have deep experience managing complex technical implementations in federal settings.

Key Responsibilities

  • Lead program delivery for federal IT modernization initiatives, serving as primary client interface and coordinating with stakeholders to translate business requirements into technical roadmaps.
  • Implement and facilitate agile methodologies including Scrum ceremonies, sprint planning, demos, and retrospectives to ensure iterative value delivery and continuous improvement.
  • Coordinate development activities across cloud infrastructure, DevSecOps pipelines, database modernization, application development, and support functions, aligning resources with mission priorities.
  • Oversee platform reliability and performance including system uptime requirements (typically >99%), monitoring, maintenance procedures, and proactive issue resolution.
  • Manage compliance and quality assurance including development of Quality Control Plans, federal security standards (FISMA, FedRAMP, Section 508), and assessment activities such as POA&Ms and vulnerability management.
  • Lead project kickoff sessions, stakeholder meetings, and technical status updates, ensuring risks, dependencies, and issues are tracked, communicated, and resolved appropriately.
  • Prepare and deliver monthly progress reports and executive briefings summarizing accomplishments, metrics, issues, and upcoming milestones for government leadership.
  • Coordinate helpdesk and user support services managing user cases, system bugs, and service requests while maintaining high customer satisfaction standards.
  • Oversee cloud migration and modernization efforts including infrastructure transformation, legacy system updates, data migration, and integration activities.
  • Manage PIV card compliance and personnel security requirements, coordinating Assessment and Authorization (A&A) activities and security documentation.
  • Maintain project documentation including management plans, technical specifications, user stories, and lessons learned throughout the project lifecycle.
  • Serve as the primary point of contact for client leadership, providing clear communication on progress, risks, resolutions, and strategic recommendations.

Required Qualifications

  • U.S. Citizenship required.
  • Active Public Trust clearance or higher.
  • Active PMP Certification.
  • 5+ years of program or project management experience in federal IT environments with demonstrated success leading complex technical projects.
  • Proven experience with agile methodologies including hands-on facilitation of Scrum events and managing development teams in government contracting environments.
  • Strong understanding of cloud platforms and modern architecture patterns with experience in cloud migration, DevSecOps practices, and database modernization projects.
  • Knowledge of federal compliance frameworks including FISMA, FedRAMP, Section 508 accessibility requirements, and security standards.
  • Excellent communication skills with ability to present to executive audiences, translate technical concepts, and build relationships with diverse stakeholder groups.
  • Experience managing technical teams and subcontractors with strong organizational and time management skills to oversee multiple priorities.
  • Proven track record preparing project plans, reports, and management documentation for federal clients and audit requirements.

Preferred Skills

  • CSM, SAFe, or equivalent agile certifications.
  • Experience with federal platforms serving large user bases and complex data requirements.
  • Familiarity with modern development tools such as JIRA, Confluence, and project management platforms.
  • Background in DevSecOps pipelines, CI/CD practices, and automated testing environments.
  • Knowledge of database modernization including cloud-native databases, data governance, and migration strategies.
  • Understanding of enterprise architecture and technology alignment with federal standards.
  • Experience with transition-in or transition-out activities and contract management processes.
