Overview

KeenLogic is seeking a highly experienced Project Manager (PM) to serve as the Government’s primary point of contact and provide overall supervision and direction for Contractor personnel assigned to the contract. The PM will ensure the quality and efficiency of all work performed, covering both technical execution and business processes. This role is part-time, with an estimated 240 hours annually, and is best suited for a senior professional who can deliver strong leadership, stakeholder engagement, and compliance oversight within limited but high-impact engagements.

Requirements

  • U.S. Citizen
  • Active Secret or Top Secret
  • 10+ years’ experience managing complex projects in federal environments, including investment
  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, or related field preferred (proven experience may substitute)
  • management, process improvement, compliance, and quality management tasks
  • Project Management Professional (PMP) certification highly desirable
  • Demonstrated ability to:
  • Lead, inspire, and motivate cross-functional teams in projects of similar size and scope
  • Develop project schedules, risk registers, estimates, and corrective action plans
  • Translate customer needs into actionable implementation strategies
  • Strong background in financial oversight, staffing management, and organizational development analysis
  • Experience applying principles from the Project Management Body of Knowledge (PMBOK) across all knowledge areas and process groups
  • Knowledge of quality management principles, compliance monitoring, and performance measurement
  • Familiarity with Technology Business Management (TBM) framework and taxonomy
  • Skilled in innovation design concepts, Lean Agile, SAFe, and iterative design thinking
  • Excellent written and verbal communication skills, including interactions with senior management and government stakeholders

Job Duties

  • Serve as the Government’s primary point of contact for all contractual and performance matters.
  • Provide overall supervision, direction, and leadership for Contractor staff assigned to the project.
  • Ensure delivery of all project work within agreed scope, schedule, and budget.
  • Develop project plans, estimates, risk mitigation strategies, and corrective actions when needed.
  • Translate stakeholder needs, obstacles, and visions into viable solutions and measurable results.
  • Oversee compliance with federal processes, including CPIC and IT investment management frameworks.
  • Monitor performance, prepare reports, and brief senior stakeholders on progress and outcomes.
  • Direct and control project activities, with responsibility for methods, staffing, and financial oversight.
  • Apply organizational development methods to assess As-is and To-be processes, recommending improvements to efficiency and effectiveness.
  • Facilitate negotiations and interface with senior government management.
  • Ensure adherence to quality management standards, including compliance, measurement, and reporting metrics.
