Salary Ranges: $100k

Pay Structure: Base Salary, Equity Participation, Bonus Potential, Comprehensive Benefits Package

POSITION SUMMARY


We are seeking a sharp, agile, and driven Proposal Writer & Business Development Analyst to help propel our expansion across government and commercial sectors. This position will be responsible for drafting and managing winning proposals, conducting in-depth competitive and contract research, and identifying new customers—including greenfield sectors—where our platform can deliver strategic value.


The ideal candidate will reside in or be willing to work from the DC/VA/MD region, have a record of high academic and professional performance from a highly respected university, and possess a strong foundation in procurement cycles, research, CRM systems, and persuasive technical writing.


KEY RESPONSIBILITIES


Proposal Development & Submission

  • Write and manage proposal responses for federal, state, and commercial RFPs/RFIs/Sources Sought notices.
  • Collaborate across technical, product, and leadership teams to gather, synthesize, and present content.
  • Tailor messaging to target agency missions, evaluation criteria, and technical scopes of work.
  • Track submission schedules and maintain a repository of reusable proposal content.


Platform Syllabus & Messaging

  • Develop and continuously refine a structured syllabus and content set that defines the features, differentiators, and deployment models of our platform for government, energy, public safety, and environmental sectors.
  • Support preparation of product documentation, use case overviews, and demo materials.


Contract & Competitive Intelligence

  • Conduct contract analysis on incumbent competitors, identifying:
  • Pricing structures and billing models
  • Deployment scale (agency size, number of users, geographic coverage)
  • Core industries served and integration strategies
  • Provide insights to inform go-to-market pricing, feature roadmap, and proposal differentiation.


Opportunity Sourcing

  • Use Govly, SAM.gov, and other procurement platforms to monitor, identify, and vet upcoming federal opportunities.
  • Scout commercial RFPs and RFIs through industry portals and sourcing networks.
  • Track all business development activities, tasks, and opportunities in HubSpot CRM; generate performance and pipeline reports as needed.


Greenfield Customer & Industry Identification

  • Conduct original research to identify greenfield markets and customer segments within our targeted industries (e.g., maritime, critical infrastructure, energy, defense, healthcare).
  • Profile potential customers who may not yet use advanced emergency management platforms or decision science tools.
  • Support the development of market penetration strategies and initial outreach plans.


QUALIFICATIONS


  • Bachelor degree required, Master degree preferred in Business, Public Policy, Intelligence, Emergency Management, or Communications.
  • Demonstrated record of high academic and professional performance from a highly respected university.
  • 2+ years of experience in proposal writing, business development, federal capture, or growth roles in a tech-forward or mission-driven organization.
  • Experience conducting market, contract, and pricing analysis using tools like FPDS, USASpending.gov, and Govly.
  • Demonstrated ability to identify untapped market segments and influence outreach strategy.
  • Must be proficient in or willing to become an expert user of HubSpot CRM.
  • Excellent written and verbal communication skills, with experience drafting for high-stakes technical or policy audiences.


PREFERRED SKILLS


  • Experience working with Microsoft SLG sales teams, Carahsoft, or other partner/reseller models.
  • Familiarity with SBIR, GSA, OTA, BPA contract structures.
  • Awareness of the incident command system (ICS), NIMS, or state emergency management frameworks.
  • Experience supporting AI/ML-driven SaaS solutions or decision support platforms.
