Academic Req: Bachelor’s degree in accounting, finance, public administration, or a business-related field is required. A CPA, CMA, or MBA is preferred. Equivalent experience may be substituted on a year-for-year basis in lieu of a degree. Candidates without a degree must demonstrate extensive leadership experience in emergency management, disaster finance, or incident support functions.
Certifications: ICS-300 and ICS-400 are preferred at the time of hire. If not already completed, both must be obtained within 90 days of hire. FEMA Finance Section Chief credential is strongly preferred. Advanced NIMS coursework (e.g., E/L0970) is preferred. Financial certifications such as Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or Certified Grants Management Specialist (CGMS) are highly desirable. Must be willing to complete additional emergency management training to support field deployments and ensure regulatory compliance.
Experience Req: Minimum of 5–10 years of progressively responsible financial management experience. At least 2 years must include direct experience in disaster finance or emergency management operations (FEMA, state/local EM agency, NGO, or private contractor). Must have hands-on experience managing federal funding streams, preparing compliant documentation, and supporting real- world deployments or full-scale exercise operations
Position Summary:
The Vice President of Finance/Finance Section Chief (VP/FSC) supports the President in both daily operations and incident-specific missions, serving as the senior financial leader responsible for managing all budgets, fiscal operations, and compliance across preparedness, response, and recovery. The VP/FSC is a core member of the Incident Management Team (IMT) and will serve as Acting Finance Section Chief, leading the Finance Section during steady-state planning and real-world deployments, ensuring accurate and timely cost documentation, burn rate tracking, and reimbursement eligibility for state, federal, and partner-funded missions
This position must be capable to travel and represent National EMR in the same manner as the Chief Strategy Officer (CSO), Public and Private Partnerships (PPP) Executive Director, and President. The VP/FSC must be able to present, meet with, and effectively articulate the mission, financial capacity, and scope of National EMR to external stakeholders. This role carries business development expectations and measurable objectives for expanding section capacity, building specialized financial expertise, improving personnel retention, and contributing to the growth of National EMR’s scope and footprint.
Critical Action Items & Measurable Deliverables:
Serve as a VP role as required, traveling as needed to represent National EMR at the highest levels with public and private partners, elected officials, and national stakeholders.
Actively contribute to the expansion of National EMR’s scope and footprint through business development activities, relationship-building, and strategic outreach to new partners and clients.
Lead the growth of the Finance Section by recruiting additional personnel, developing new capabilities, building team skills, and increasing retention and operational depth to ensure sustained readiness.
Serve as the lead Finance representative on the Incident Management Team; oversee cost tracking and compliance with fiscal policy.
Develop standard operating procedures and training for the Finance Section, including incident accounting protocols and tools.
Maintain awareness of financial developments in emergency management and share intelligence through critical information systems.
Develop and management budgets and fiscal documentation in support of contracts, grants, deployments, and agency-wide financial plans; ensure all budgets are aligned with operational strategies and compliant with federal and state fiscal requirements.
Support program data analysis and reporting through financial documentation and dashboards.
Communicate observations and recommendations for improving fiscal systems and contract performance.
Contribute to the sustainability of emergency management and human services initiatives through sound financial planning.
Ensure burn rates and costs are tracked, reconciled, and accurately reported.
Submit all project deliverables, including budgets, narratives, and fiscal reports, on time and in compliance with contracts.
Ensure financial documentation aligns with federal, state, and local law and grant/contract guidance.
Prepare and review invoicing for all emergency responses to ensure accuracy and reimbursement eligibility.
Maintain daily contact with headquarters to coordinate fiscal administration, documentation, and approvals.
Participate in long- and short-term financial planning and service expansion efforts for the division.
Administer financial operations related to contracts, leases, and agreements during incident activations.
Maintain 24/7 availability during activations and deploy on short notice to support incident management, field operations, or EOC support.
Serve as Watch Officer; monitor hazards, disseminate intelligence, and maintain situational awareness.
Supervise, coach, and evaluate assigned staff, lead recruitment, training, and onboarding for section personnel.
Oversee projects and deliverables to ensure operational readiness, contract compliance, and measurable outcomes.
Contribute to the development of emergency plans, SOPs, and incident management tools.
Participate in the development of proposals, scopes of work, and supporting documentation for new and existing projects, including cost estimates and staffing plans.
Participate as a core member of the Incident Management Team (IMT); complete required training and serve during activations.
Requirements:
In-depth understanding of Generally Accepted Accounting Principles (GAAP), public administration, and disaster finance regulations.
Experience with federal and state emergency financial systems, grant compliance, and contract cost tracking.
Ability to develop and manage budgets, invoicing, and financial documentation for large- scale response operations.
Skilled in analyzing cost data, generating financial reports, and supporting post- deployment audits.
Ability to evaluate fiscal risks, recommend corrective actions, and implement financial controls.
Proficient in Excel and financial software tools used for tracking, reconciliation, and analysis.
Demonstrated ability to work independently and prioritize competing financial and operational demands.
Strong working knowledge of ICS/NIMS and emergency management doctrine.
Proven ability to lead under pressure, manage teams, and maintain accountability in high- tempo environments.
Proficiency in Microsoft Office, tracking platforms, and communications systems.
Excellent verbal and written communication skills, including reporting and documentation.
Physical ability to work in austere field conditions, including lifting 50 lbs. and working extended shifts (14–21 days).
Ability to work independently and as part of a multidisciplinary IMT, exercising sound judgment in dynamic, resource-constrained environments.
Must be legally authorized to work in the U.S., hold a valid driver’s license, and pass a federal background check.
