Artificial Intelligence Can Help Simplify Rules and Reduce Red Tape 💡 Overlaps, contradictions and inconsistencies in rules create legal uncertainty, impose bureaucratic burden on businesses and hamper innovation – especially in highly regulated sectors. A new feasibility study commissioned by Germany’s Federal Ministry of Finance shows that artificial intelligence (AI) can reliably identify opportunities to simplify rules and support legal streamlining – provided the right conditions are in place. Key conditions: ✅ Legal knowledge base: comprehensive, up-to-date, and quality-assured (with a pragmatic start using publicly available EU and federal laws). ✅ Methodological approach: combine multiple AI techniques for context-sensitive analysis of legal texts, legally sound comparisons of scopes and provisions, and transparent, verifiable reasoning. ✅ Reliability: automated preparation and validation steps, followed by expert review. The study "Feasibility study on an AI-based application for identifying the simplification potential of regulations" was led by our d-fine experts Petra Gutjahr, Ferdinand Graf and Marc Girshgorn, CFA in cooperation with A&O Shearman, Fraunhofer IAIS, Lexemo, and Prof. Dr. Florian Möslein (The Philipp University of Marburg).
