Floating state issues when detecting signals -- when a sensing pin (e.g in a microcontroller) isn't connected/ being powered by anything has a tendency to pick up random static. to prevent this we use a pull down resistor - a high resistance (about 10 k ohm) connected from the pin to the ground. when powered, the resistance is high enough to be ignored by the signal(i.e it doesn't get bothered to go into it and instead goes directly to the pin -- see diagram)
