This week, I had the privilege of appearing before the United States Senate Committee on Banking, Housing, and Urban Affairs to discuss "Guardrails and Growth: AI's Role in Capital and Insurance Markets." During the hearing, I shared how Nasdaq has embraced advanced and emerging technologies safely and responsibly. This approach has been an integral part of our mission since our founding over 50 years ago as the world's first electronic exchange. We have achieved significant milestones over the past five decades by staying true to our mission and believing that innovative technology can enhance liquidity, cultivate transparency, and strengthen the integrity of the global financial ecosystem. Today, we power over 135 markets globally and are the first exchange to operate a highly regulated market in the cloud and to introduce an SEC-approved AI-powered order type. Over the past decade, we have also integrated AI into our financial technology services. Our AI-enabled anti-financial crime solutions help combat the estimated $3.1 trillion in illicit funds flowing through the global financial system. Additionally, our market surveillance technology leverages AI to analyze transactions and detect and prevent market abuse in the world's most significant markets. In my testimony, I emphasized that effective AI regulation should leverage existing structures, be risk-based and proportionate, remain flexible and adaptive, maintain consistency across jurisdictions, and promote transparency and accountability. At Nasdaq, we are optimistic about AI's potential to create a fairer, more efficient, and resilient financial system. By the same token, we recognize the need to work collaboratively with regulators, industry partners, and clients to ensure these technologies enhance—not compromise—the integrity and competitiveness of U.S. capital markets.
