At #CyCon2025, the panel “International Law Perspectives on AI in Armed Conflict: Emerging Issues” tackled how artificial intelligence is transforming the battlefield — from military operations and cyber defence to decision-making and humanitarian assistance. Experts debated the toughest legal questions: 🔷 How do we apply international humanitarian law to AI-driven warfare? 🔷 Who is accountable when algorithms decide? 🔷 What rules will govern future conflicts? Panel moderator Professor Kubo Mačák also revealed the upcoming CCDCOE book "International Law and Artificial Intelligence in Armed Conflict: The AI–Cyber Interplay". The project’s authors are already sharing their insights in a special Articles of War series — starting with Professor Mačák’s introduction on why this work matters and offers help to many stakeholders dealing with AI daily and Dr Antonio Coco’s views on current state of international law applicable to AI use in armed conflict.
