Newly published! China plans to cap the carbon emissions of high-emitting industries as early as 2027, according to analysts, referring to a new government roadmap. The caps will replace the ETS’s current gauge: emission intensity, which measures the amount of carbon emissions per unit of production output, such as a megawatt-hour of electricity or a ton of cement. This is a “fundamental shift” for China’s ETS and matches China’s wider effort to adopt a dual-control system for curbing carbon emissions, one analyst told me for my latest report for Caixin Global.
