I'm thrilled to share some exciting news for all of us passionate about carbon capture and environmental sustainability. The EPA recently released its latest timeline for UIC Class VI CO2 Injection well projects under review, and the future looks bright!

🕒 Speeding Up the Permitting Process

One of the standout revelations is the EPA's commitment to expedite the permitting process, targeting a timeline of less than 2.5 years from submission to permit awarding. While not as swift as we've seen in states with primacy (for example, the North Dakota Industrial Commission received a permit application from Blue Flint Sequestration company on Sept 30th, 2022, and issued a permit on May 25, 2023, only 8 months later), this is still a significant step forward in ensuring transparency in the permitting process. This will be critical for project developers as they seek funding and risk mitigation strategies moving forward.

📊 Key Permitting Phases

Let's break down the process into five key permitting phases:

  1. Completeness Review (30 days): The initial step is ensuring the permit application is complete and contains all required information. Completeness reviews usually take 30 days for applications without the need for further information. The EPA provides a completeness checklist to help ensure a successful submission.

  2. Technical Review (18 months): Once the application is complete, the technical review kicks off. This stage involves a comprehensive assessment of all application materials, ensuring the proposed project aligns with environmental protection goals.

  3. Prepare Draft Permit (60 days): If the technical review gives the green light, a draft permit is prepared. This document outlines the conditions under which the well can operate and includes the Class VI Project Plans as enforceable conditions.

  4. Public Comment Period (30-45 days): This is where the public gets involved. A public comment period allows for feedback on the draft permit and an opportunity to request a hearing on the decision.

  5. Prepare Final Permit Decision (90 days): The final permit is prepared, with adjustments based on feedback received during the public comment period. It authorizes the construction or conversion of the injection well and monitoring wells.

As we look ahead, it's worth noting that "Wabash Carbon Services" appears to be in the lead, with two wells in Vermillion and Vigo counties in Indiana.
