Good stuff Dion! One of the problems is that both Ethics and Fairness are not objective things, they are subjective. The Ethics part is much too long and esoteric for a comment here, but I would be happy to discuss it if you are interested. In order to include these concept in the AI Governance process it is necessary to collect and prioritize all the goals of all stakeholders including guardrails and acceptable trade-offs. And really this carries over into the Fairness and Bias Mitigation pillar. So most organizations need to focus on making these goals and priorities explicit, then the AI stack can evaluate the impact across these goals and priorities!
