Assessing Source Credibility in OSINT: Applying the Admiralty Code to the Digital Battlefield

In the realm of intelligence and open-source investigations (OSINT), information is not just abundant - it’s overwhelming. From social media posts to leaked documents, news reports, and satellite imagery, the modern OSINT analyst is spoiled for data but burdened with one critical task: determining what’s trustworthy.

The cornerstone of this process is source evaluation. In traditional military intelligence, analysts have long relied on the Admiralty Code (or NATO Source Reliability and Information Credibility scale) to rate both the source of information and the content itself. This foundational framework is more relevant than ever as analysts now navigate the chaotic digital landscape.

The Admiralty Code: Origins and Structure

The Admiralty Code, also known as the NATO Intelligence Source Evaluation Code, was originally developed by the British Royal Navy during World War II and formalized during the early Cold War. It aimed to systematize how intelligence sources were rated and how their reports were assessed. The challenge at the time was the influx of information from a wide range of human intelligence (HUMINT) assets, ranging from seasoned agents to walk-ins of uncertain background. The code provided a pragmatic way to distinguish between the reliability of a source and the inherent credibility of individual reports - recognizing that even unreliable sources can occasionally deliver accurate information, and reliable sources may sometimes err.

The framework was later adopted and standardized by NATO, giving rise to the A-F and 1-6 dual rating format still in use today. It became a key tool during the Cold War and beyond, enabling analysts across allied nations to speak a common evaluative language. This system continues to influence not just military and diplomatic intelligence analysis but also modern OSINT methodologies. The Admiralty Code provides a two-part rating system.

1. Source Reliability (A–F): How dependable is the source?

  - A: Completely reliable

  - B: Usually reliable

- C: Fairly reliable

  - D: Not usually reliable

  - E: Unreliable

  - F: Reliability cannot be judged

2. Information Credibility (1–6): How believable is the specific information?

  - 1: Confirmed by other sources

  - 2: Probably true

  - 3: Possibly true

  - 4: Doubtful

  - 5: Improbable

  - 6: Cannot be judged

Translating the Admiralty Code to OSINT Investigations

Translating this structured military approach into the world of OSINT requires adaptation. Unlike classified field reports, OSINT relies heavily on public digital content - ranging from mainstream media to obscure online forums. But the same fundamental questions apply: who is saying this, how do they know it, and how reliable is the claim?

One way to evaluate modern digital sources is by thinking in tiers of reliability. Peer-reviewed journals, verified satellite imagery, and transparent government databases often represent the most dependable tier. These sources are generally produced through rigorous methods and by institutions that are accountable for errors. The next tier includes reputable journalistic organizations like the BBC or Reuters, which maintain editorial standards and fact-checking procedures. Below them are sources such as expert blogs or institutional think tanks - valuable, but potentially biased or lacking peer review. Further down, we encounter partisan blogs or social media influencers, where objectivity is questionable and verification is often absent. At the very bottom are anonymous accounts and new websites of unknown origin, where both authorship and agenda may be opaque.

Editorial standards play a critical role in this hierarchy. Trusted media organizations typically have a professional code of ethics, clear distinctions between reporting and opinion, and public correction policies. These mechanisms reduce the risk of publishing misinformation and should be considered indicators of credibility.

Beyond source reliability, the information itself must be scrutinized. Analysts should ask: is the claim supported by data? Has it been independently verified? Are there other reports or media that support the same facts? Even well-respected sources can sometimes publish unverified or speculative content, so every claim needs its own vetting.

Several high-profile investigations illustrate how OSINT can produce highly reliable findings. For example, the independent group Bellingcat used social media images, satellite data, and flight records to help identify the Russian military unit responsible for the downing of Malaysia Airlines Flight MH17. In another case, OSINT analysts tracked troop movements during the 2022 Russian invasion of Ukraine by geolocating TikTok videos and satellite imagery. Similarly, during the Syrian civil war, activists used photos, metadata, and timestamp analysis to document chemical attacks and war crimes, long before official bodies confirmed them. These examples demonstrate that when approached rigorously, OSINT can yield insights that are not only credible but often ahead of traditional intelligence reporting.

This is especially important when dealing with official government releases. While often considered primary sources, these statements can reflect political goals as much as factual reporting. Governments - democratic or otherwise - may use selective data or messaging to shape perception. Analysts should always cross-check government claims with independent observers, third-party reports, or publicly available datasets whenever possible.

Approaching OSINT analysis with this mindset requires more than technical skill - it demands a balance of skepticism and discipline. Analysts should approach every piece of information as provisional, subject to revision when better evidence emerges. They should seek corroboration, understand the context behind data sources, and always be aware of possible bias or manipulation.

Emotional language, loaded framing, and conspiracy-style narratives are red flags. Claims that trigger outrage or fear should be treated with extra caution - these emotional appeals are often used to bypass critical thinking. Instead, reliable information tends to be presented with clarity, context, and acknowledgment of uncertainty.

Ultimately, OSINT demands structured skepticism. It's not enough to find information; analysts must interrogate it. This means cross-referencing, applying logical reasoning, and being willing to discard even appealing narratives if they don't withstand scrutiny. In a disinformation-rich environment, the ability to resist confirmation bias and remain impartial is as valuable as any tool or source. By embracing these principles, OSINT practitioners can elevate their work from internet sleuthing to rigorous, intelligence-grade analysis.

Another important component that is often missing in reports on information gathering (especially from online sources) is the exact time of taking the information. I believe it is very important to always clearly state the exact time of taking the information with proof, because I have had several situations in which the author changes the content for some reason. This is especially true for speculative media sources. In this way, if someone further checks the collected information, they will be able to change the armirality rating with arguments.

Great idea. Particularly in the area of blogs, think tanks, partisan blogs,etc., the challenge remains, of course, that these sources are potentially useful and also reliable. In my view, this requires internal differentiation so that, at the end of the day, this end of the spectrum is not assessed as unreliable across the board. If you are looking for a systematic approach to this, I would recommend Liza Krizan's approach in Intelligence Essentials for Everyone (https://apps.dtic.mil/sti/tr/pdf/ADA476726.pdf) She evaluates both the source and the information in three categories: Source: Reliability - evaluation over time OR by hints in the formulation of the Author himself (probably, maybe...) Proximity - between source and information. The less stations between an event and the written fixation the better. Appropriateness - not every person is equally suitable to comment on certain facts. Information: Plausibility - Is the information true in any case or only under certain conditions? Expectability is again a category that must be judged over time and requires certain expertise on the part of the analyst. Support is essentially about matching existing information with similar information from other sources.
