BRICS Leaders Unite Against Terrorism: Condemn April 22 Pahalgam Attack

At the BRICS Summit in Rio de Janeiro, held on July 6, the leaders of Brazil, Russia, India, China, and South Africa adopted a strong and unified position against global terrorism — explicitly condemning the Pahalgam terror attack that occurred on April 22, 2025, in Jammu & Kashmir, India.


❝ A Direct Attack on the Soul of India ❞

In his address during the peace and security session, Prime Minister Narendra Modi passionately stated:

“Terrorism has become the most serious challenge for humanity today. The April 22 attack in Pahalgam was a direct attack on the soul, identity and dignity of India. It was not just an attack on our nation, but on all of humanity.”

The Pahalgam attack, in which 26 innocent lives were lost, triggered an international outcry. The BRICS joint declaration condemned the act “in the strongest terms” and called for a zero-tolerance approach toward terrorism in all its forms, including cross-border movement, terror financing, and terrorist safe havens.

“Giving silent consent to terrorism, supporting terror or terrorists for personal or political gain should not be acceptable under any circumstances.”

This statement was a clear push for accountability, particularly toward countries that have historically blocked or delayed UN sanctions against terror outfits, notably China’s repeated vetoes on designating Pakistan-based groups.

The BRICS resolution supports this narrative by calling for:
