Definitely depends on complexity. Every operation is different in some fashion (dare I say "unique"?). The ability for the organization to adopt change management as part of the implementation process is a key factor in the complexity.

I would say it depends on the complexity. No 2 ERP implementations are the same. They depend on a multitude of factors and should address unique business needs.
