AI governance is no longer a matter of speculation but a global priority. From legislative chambers in Brussels to executive boardrooms in Silicon Valley and UN policy briefings to internal risk committees, the question isn’t whether AI should be governed but how and by whom. But as governments, companies, and institutions scramble to respond, we’re watching two fundamentally different models emerge. I feel that it is not whether we choose one approach over the other. While the Governance by Design will enforce principles before the system design, the Governance by Fine is required to ensure that there is corrective action when there is a violation. As we understand more about the capabilities of the AI and the AI systems, the Governance By Design framework will be enhanced (continuously).
