National Veterans Infrastructure Recovery Campus (NVIRC) Mission and Vision Statement
The National Veterans Infrastructure Recovery Campus (NVIRC) is the first-of-its-kind vertically integrated, federally coordinated development platform dedicated to unlocking large-scale mineral, infrastructure, and veteran-based redevelopment initiatives across the United States. Anchored on a 44-acre site in Volusia County, Florida, NVIRC represents a new national model for military-grade land transformation, post-service healing, and mission-based reintegration into civilian society. Our pilot site—held under a federal conditional easement and mineral rights overlay—will serve as the first land holding in a 10-year rollout of nationally distributed, strategically positioned campuses.
Core Vision: To design and execute the largest mixed-use, mineral-based, veteran-centered development platform in the nation—blending job creation, AI-driven infrastructure production, mental health recovery, university-level education, and long-term civic legacy—all preemptively exempt from local zoning and guided by sovereign federal mission.
Phase I (Years 1–3): Federal Easement Activation & Mineral Operations
Secure and record Conditional Federal Public Benefit Easement over Site A
Launch AI-powered mineral extraction and on-site precast infrastructure manufacturing
Develop $2B+ in critical federal infrastructure components (culverts, vaults, stormwater, etc.)
Employ veterans through federal programs (DoL VETS, HIRE Vets Medallion Program)
Protect all activity under the Supremacy Clause, Mining Law of 1872, and federal procurement authority
Designate the site as a FEMA disaster response and logistics center, including staging for housing modules, grid infrastructure, and emergency deployments
Phase II (Years 2–6): Healing, Research, and Education
Construct the Veterans Healing & Innovation Hospital: the largest mental health and recovery center for veterans in the U.S. (targeting 1,000+ beds)
Partner with DoD, VA, HHS, NIH, and major universities to develop:
Build campus housing, veteran family units, and transitional workforce hotel
Operate national symposiums on trauma, healing, and post-service reentry
Phase III (Years 5–10): National Legacy & Civic Integration
Develop the Veterans SkyDeck Museum and Federal Command Amphitheater
Deliver the Veterans Legacy Park with statues, immersive exhibits, and federal agency installations
Dedicate permanent space for NASA, FEMA, and VA innovation centers
Launch the National Infrastructure Vault, a climate-resilient facility for storage of materials, batteries, and emergency housing modules (100,000+ unit capacity)
Create a regional economic development anchor to rival military bases and command centers in national significance
