Pegasys Confirmed as a GCF Readiness Delivery Partner

Author: Jane Wilkinson: Climate Finance Lead

In today’s fluid geopolitical and economic landscape, the ability of countries and businesses to access and deploy climate finance effectively has become a strategic imperative. For governments across the Global South, the Green Climate Fund’s (GCF) Readiness Programme is a critical source of predictable support of up to $7 million per country between 2024-2027, to help strengthen adaptation planning and implementation, build institutional systems, and design well aligned policies to catalyse investments -  by households, micro-enterprises, corporates and public institutions - in climate resilient development.

Against this backdrop, Pegasys is proud to be confirmed as a GCF Readiness delivery partner. This appointment builds on more than four years of hands-on experience supporting a diverse range of partners to design successful GCF funding proposals already delivering real-world benefits in over 30 countries.

Since its founding over two decades ago, Pegasys has grown from its South African roots into a global multidisciplinary strategy and management consultancy. The team of engineers, economists, financial modellers, hydrologists, climate scientists, ecologists and legal experts, work across seven core sectors:  cities, climate, energy, resilience, transport, waste, and water.

From advising on strategy and policy design, to bankable projects and structured investments, Pegasys helps bridge the gap between ambition and delivery - translating national policy into scalable pipelines for climate action. Pegasys also strengthens the governance and capacity of institutions to weather changing political appetites. Pegasys' proven track record for taking projects from early-stage ideas to investable, implementable, and impactful solutions, positions us to support transformative climate action that is both locally grounded and globally relevant.

Why Readiness Matters—Now More Than Ever

As part of the GCF’s second replenishment phase (GCF-2), Readiness support plays an even more central role in achieving three interconnected goals: strengthening national climate finance systems, developing robust pipelines of investment-ready projects, and unlocking innovation at scale.

Readiness funding is also vital in developing frameworks that enable new financial instruments, foster public-private partnerships, and support market-based solutions—particularly in sectors like agriculture, energy, and urban development, where economic competitiveness is increasingly tied to resilience.

As climate impacts intensify—especially for vulnerable communities—Pegasys recognises the urgent need to stretch every dollar of climate finance further. The goal? To catalyse investments that not only meet mitigation and adaptation goals but also improve everyday lives in lasting ways. Essential development outcomes, such as access to primary health care, clean energy, water and food security, breathable air, and healthy ecosystems, depend on climate strategies that also deliver quality jobs, inclusive skills development, and innovation partnerships, including those driven by digital transformation and the responsible use of artificial intelligence.

These outcomes are more than climate goals—they are central to long-term economic growth and human development.

Partnering for Impact

Pegasys brings deep experience as a bridge between public ambition and private innovation—connecting the flow of global climate finance to local needs and opportunities. For government agencies, we offer strategic support to align national development plans with climate finance priorities—strengthening policy, planning systems, institutions, and stakeholder engagement processes. For private sector actors—from local SMEs to infrastructure developers, micro-financiers to commercial banks—we help to identify climate-aligned opportunities, reduce risk exposure, structure bankable ventures, and unlock co-investment, concessional finance, and return on investment.

We look forward to working alongside government agencies, private enterprises, and development partners in this new chapter. Together, we can unlock the finance, partnerships, and innovation needed to build the resilient, thriving economies of the future.
