Step 7: Implementing Metrics for Success by Your Project Management Office (PMO)

If you can’t measure it, you can’t improve it. And if you’re measuring the wrong thing, you’ll improve the wrong thing.


🧭 Why Metrics Matter More Than Ever

The difference between a Project Management Office (PMO) that delivers activity and one that delivers value is measurement.

Most PMOs operate like they’re driving in reverse:

  • They report what happened (lagging indicators).

  • They celebrate being busy instead of being effective.

Innovator's approach? Build a living system of metrics that tells you:

✅ Where you are

✅ Where you're heading

✅ When to swerve

✅ And where you might crash—before you do


📊 The Three Dimensions of a Smart PMO Metrics System


1️⃣ Throughput & Cycle Time: Measuring Execution Health

Metrics:

  • Average cycle time per project stage

  • End-to-end throughput (projects completed per month/quarter)

  • Time-in-state: How long do tasks linger without progress?

🎯 Why it matters: If you don’t know how fast your system is moving, you don’t know your true capacity. Delays compound. Slow PMOs frustrate everyone.

Metrics:

  • Standard deviation of time-to-delivery (volatility indicator)
