Transforming Vision into Reality : Devmco breaks ground on Sibaya’s Green Mobility and Infrastructure Network

Thursday, 19 June 2025 marks a pivotal milestone in the evolution of KwaZulu-Natal’s North Coast, as Devmco Group officially breaks ground on its expansive infrastructure rollout across the Sibaya Coastal Precinct. The event, attended by the KZN Premier Mr. Thami Ntuli, the MEC for Economic Development, Tourism, and Environmental Affairs, Reverend Musa Zondi, eThekwini Municipality Mayor Councillor Cyril Xaba, key stakeholders, and members of the media, celebrates not only the commencement of the group’s transformative infrastructure network, but also the beginning of a new era in integrated coastal living.

“Today isn’t just ceremonial - it’s foundational. This next phase of development is shifting from vision to implementation,” says Brad Winstanley , Commercial Director at Devmco Group. “The roads, the services, the active transport network - it all starts now. And with it, the full expression of our masterplan comes to life.”

A Vision Years in the Making

Nearly a decade ago, Devmco catalysed the Sibaya movement with its flagship OceanDune Sibaya development. What followed - Pebble Beach, Gold Coast Estate, and Salta Sibaya - cemented the group as a defining force in coastal development, the results of which have led to one of the best performing precincts in the country. Now, with stewardship of Nodes 1, 5, 6, and 7Devmco Group enters its most ambitious chapter: unifying these nodes into a single, interconnected, purpose-driven precinct.

“We’re not just developing property - we’re curating an integrated city, with lifestyle and convenience at the centre,” says Winstanley. “This is about creating a safe and accessible, environment that evolves with its people.”

Laying the Groundwork for Active Mobility

At the heart of today’s groundbreaking event is the launch of the active transport mobility and infrastructure network, a key infrastructural intervention that links nodes across the precinct. The project includes pedestrian, cycling, and golf cart routes that connect Salta Sibaya with coastal developments via an underpass beneath the M27 and throughout the precinct, adjacent to the road network. The next phase of the internal roads within Sibaya are also being completed.

This managed infrastructure ensures long-term quality and consistency - setting the stage for retail, medical, hospitality, and commercial assets to thrive. “It’s all about ease of movement and a world-class lifestyle,” adds Winstanley. “We’re engineering a precinct where you can live, work, shop, and play - without ever needing to get into your car.”

In addition, significant upgrades to the M27 are commencing, this entails the widening of the existing road to six lanes leading into Sibaya/Umdloti as well as innovative tear drop interchanges, which connect to the existing arterial road network.

A Precinct Built on Purpose, Not Speculation

Devmco’s holistic control over the Sibaya Coastal Precinct enables a long-term, value-led approach. The next phase includes 400 new residential opportunities, 100,000m² of retail al and office space, a medical node, design district, and flagship hospitality developments... Early planning is also underway for a conference and expo centre, as well as a major commercial or automotive experience centre on one of the precinct’s most prominent 20,000m² sites. The development will ultimately span over 1000 hectares 

“This isn’t a short-term investment strategy - it’s a generational vision,” says Winstanley. “We’re designing a precinct for families to grow into, investors to trust, and for Durban to be proud of for decades to come.”

The Start of a Coastal Legacy

With today’s ribbon-cutting event signalling the official start of the precinct’s infrastructure phase, the Sibaya Coastal Precinct is transitioning from a pioneering idea into a benchmark for integrated urban development.

“We have approvals in place, infrastructure breaking ground, and a masterplan ready to deliver,” concludes Winstanley. “The Sibaya story is no longer being written—it’s being built.”
