It's essential to have a transparent system in place, so employees know what opportunities are available, and what they need to do to pursue them. Be sure to provide clear and accessible career development resources, such as job postings, internal career maps, and networking opportunities.

I am currently taking a course offered through Coursera - Human Resource Management: HR for People Managers Specialization offered by University of Minnesota professors. The module I am taking right now is Managing Employee Performance. The professor referenced a Mercer study where only only 21% of organizations provide performance feedback (I'm not sure how old that study is, though.) Providing performance feedback is the single largest contributor to organizational effectiveness. Organizations should make providing feedback a top priority like you said, to retain top talent.
