Collecting data, for the purpose of surveying, identifying potential beneficiaries, etc., from people among very low income groups has traditionally been done using pen-and-paper or digital surveys, usually conducted by field agents. This activity is especially difficult and time-consuming when the target audience is uneducated. Performing such an activity at scale is cumbersome and expensive, and sometimes unreliable due to transparency issues and human errors. There is a need to adopt an… Show more

Collecting data, for the purpose of surveying, identifying potential beneficiaries, etc., from people among very low income groups has traditionally been done using pen-and-paper or digital surveys, usually conducted by field agents. This activity is especially difficult and time-consuming when the target audience is uneducated. Performing such an activity at scale is cumbersome and expensive, and sometimes unreliable due to transparency issues and human errors. There is a need to adopt an intelligent automation solution to automate the task of data collection at large scales. Most automation solutions address the problem through self-help kiosks, that depend on the assumption that there is at least one educated or trained member of the group who can help others operate them. Otherwise, such kiosks are useless to uneducated people that majorly form the very low income groups. We propose an artificial intelligence based solution that uses state-of-the-art speech recognition and text-to-speech techniques to power an interactive virtual agent that can speak and understand the local language to assist an uneducated person in filling up a survey or a form totally through speech-based conversations. This not only reduces human intervention for conducting surveys, it is an appealing and informative way to radically improve user engagement and, thus, increase data collection response rates.
