Introduction
This survey is designed to support EU Member States' implementation of the Energy Performance of Buildings Directive recast (EPBD), specifically the creation of National Building Renovation Plans (NBRPs) ahead of the first draft NBRP submission deadline (31 December 2025). The aim is to collect information on individual Member State progress and actions relating to
  • public consultations for NBRP (as the main part of the survey),
  • preparation process for drafting NBRP.
The answers will be used to understand the national progress of the plans' implementation, detect challenges in a timely manner, and potentially identify and share good practices.

The survey will run from 8 July to 31 August 2025. The total estimated time for taking the survey is 15 minutes. The survey includes multiple-choice, rating and open-answer questions.

The survey is part of BPIE's work to support EPBD transposition and implementation. It is in line with the EPBD’s requirements and BPIE’s publication ‘Delivering the EPBD: A guide towards better, affordable and more resilient buildings for all in Europe’ and its recommendations for Member States.
About you
Personal information (name and surname, organisation, position and email) will remain strictly confidential and will not be shared. Information about the type of organisation, level of organisation’s work, and the origin country will be used for the analytical purpose of the survey and may be shared in the outcomes.

About your response
The survey questions relate to the NBRP implementation status of a specific Member State. If you have information on several Member States, please retake the survey for each one individually.
Acknowledging that NBRP drafting is a complex process which varies depending on the Member State, some information may not be available or accessible at the time of this survey.

Respondents are encouraged to respond each part of the survey, even if they don’t have complete information on all aspects. Questions include a ‘Cannot tell’ option, which respondents can select if they are unsure or do not know the answer.
