The New England and middle states (New York, New Jersey, Pennsylvania, and Delaware) voted 45â35 against the charter in the House of Representatives, while the southern and western states voted 45â26 for it. The Senate vote was 22â21, with more than half of the votes for the charter coming from the South and West (Hammond, 1957, p. 240). 12 Crucial support for the charter came from defecting members of the Federalist party (Hammond, 1957, p. 241).
