“I had the pleasure of working with Gordon on a Strategic Review of the Procurement Function at Carmarthenshire County Council, a Welsh Unitary Authority. Gordon re-positioned the function withing the Authority and convinced both ssenior Directors and Elected Members of the proper role and benefits that a strategic approach to procurement could bring. He delivered a first class product, on time and in budget. I would not hesitate to recommend him to any prospective Public Sector body.”

Developing an Effective Supplier Engagement Strategy
TCS Whitepapers
Neglecting the importance of the support of suppliers in a procurement change initiative invites failure. A supplier engagement strategy reduces that risk. This paper advocates a three-pronged approach to supplier engagement: The identification of categories, or waves, so that the new model is rolled out in a way that increases the chances of it being successfully adopted; creation of a communications plan; allocation of resources to a skills development plan for cooperating…

This paper advocates a three-pronged approach to supplier engagement: The identification of categories, or waves, so that the new model is rolled out in a way that increases the chances of it being successfully adopted; creation of a communications plan; allocation of resources to a skills development plan for cooperating suppliers.
The proposed wave approach makes use of a simple supplier profiling method that forms the basis of the entire supplier engagement strategy. Its effectiveness stems from the fact that it avoids the use of complicated data that is difficult to obtain and is often unreliable.

Procurement Fraud: Are you vulnerable?
TCS Whitepaper
Procurement fraud, bribery, and corruption have moved beyond a perceived risk and become a real issue for many organizations. This paper highlights the need for organizations to put the necessary processes in place to protect against procurement fraud. It also serves as a warning that the absence of any visible instances of bribery, fraud, and corruption should be no cause for complacency as instances of successful perpetration may remain hidden for long periods of time.

This paper highlights the need for organizations to put the necessary processes in place to protect against procurement fraud. It also serves as a warning that the absence of any visible instances of bribery, fraud, and corruption should be no cause for complacency as instances of successful perpetration may remain hidden for long periods of time.
The paper also demonstrates that diligence around procurement processes is not just about mitigating the risk of prosecution. It also shows that having measures in place to prevent procurement fraud can lead to reduced costs and greater overall profitability.

UK public procurement 2014
Public Money and Management (Vol 34, No 4, pp 244-246)

However, by implication, the paper also suggests there is also significant room for improvement through the wider application of user engagement throughout the procurement cycle, adoption of a category management approach, inclusion of social benefit clauses, use of eAuctions, collaborative purchasing beyond supplies, and environmental purchasing. These improvements would deliver cost reductions and improved public services, objectives of the public sector throughout the world. The challenge is now to understand what contributed to the exemplars being able to bring about the change and accelerating the transference of that good practice throughout the public sector.

The case study organisation was identified as having 41 areas of vulnerability to the risk of procurement fraud, illustrative examples are provided. It is argued that due diligence reviews to protect against procurement fraud could help in the repositioning procurement and reduce costs. The paper also poses the question ‘Are employees owed a duty of care by their employers to protection against allegations of procurement fraud?’

Public procurement needs outcome evaluations
Public Money and Management (Vol. 34, No 2)
Public procurement, at the present, is more art than science. There is also an absence of robust evidence on which to make sound decisions – evidence which political and managerial leaders need to shape procurement policy and strategy. This debate piece advocates that what is needed are procurement outcome evaluations based on reliable baselines.
