    Innovation has become an important focus for governments around the world over the last decade, with greater pressure on governments to do more with less, and expanding community expectations. Some are now calling this ‘social innovation’ – innovation that is related to creating new services that have value for stakeholders (such as citizens) in terms of the social and political outcomes they produce.

    Innovation has become an important focus for governments around the world over the last decade, with greater pressure on governments to do more with less, and expanding community expectations. Some are now calling this ‘social innovation’ – innovation that is related to creating new services that have value for stakeholders (such as citizens) in terms of the social and political outcomes they produce.

    Innovation in City Governments: Structures, Networks, and Leadership establishes an analytical framework of innovation capacity based on three dimensions:

    Structure - national governance and traditions, the local socioeconomic context, and the municipal structure
    Networks – interpersonal connections inside and outside the organization
    Leadership – the qualities and capabilities of senior individuals within the organization. Each of these are analysed using data from a comparative EU research project in Copenhagen, Barcelona and Rotterdam.

    The book provides major new insights on how structures, networks and leadership in city governments shape the social innovation capacity of cities.

  • Assessing public leadership styles for innovation: a comparison of Copenhagen, Rotterdam and Barcelona

    This article explores which leadership qualities public managers regard as important for public innovation. It is based on a survey of 365 senior public managers in Copenhagen, Rotterdam and Barcelona. Five perspectives on leadership were identified and tested using a number of items.     This article explores which leadership qualities public managers regard as important for public innovation. It is based on a survey of 365 senior public managers in Copenhagen, Rotterdam and Barcelona. Five perspectives on leadership were identified and tested using a number of items. This suggests the need for more research on leadership and public-sector innovation.

    The need to understand innovation in public sector environments is growing. There is also a need to build theory, test it empirically and compare across jurisdictions. This article aims to understand the factors that have an impact on innovation capacity. It examines the self-rated innovation capacity of three European city governments – Barcelona, Copenhagen and Rotterdam – in regard to innovation drivers (structures, processes and contextual factors), external networking (levels of communication outside the municipality) and leadership qualities. Results from an online survey of senior administrators in the cities (n = 323) was used to empirically analyse the relationships between these using a structural equation model. Leadership has a stronger effect than innovation drivers and external networking on self-rated innovation capacity for these three city governments.

    Abstract:
    The thesis focuses on the coordination of technology-intensive innovation activities at both sector and firm levels, supported by the use of the strategic roadmapping method. Investigations combine qualitative and quantitative research methods; using a narrative approach in the form of interviews to uncover innovation and technology barriers, and a social network analysis of stakeholders’ role in relation to two technology platforms during a five-year period when the roadmaps 2020 were developed. In this respect, the thesis emphasizes the view of innovation as an interactive process to develop competences among technology users, producers, research institutions, and politicians. As a result, knowledge on how the platforms evolved, and their dynamics, provide new reflections on the innovation systems approach: that connectivity seems to change along the changes in problem. This is how the players create new knowledge.Thus, the identification of political and technical barriers is important selection mechanisms in how connectivity grows and changes. The thesis, furthermore, includes practical experience and account of roadmap development at the firm level providing reflections on dynamic capabilities.

    LIPSE or 'Learning from Innovation in Public Sector Environments' is a research project studying the drivers and barriers of successful social innovation in the public sector. With a budget of 2.5 Million Euros - funded by the 7th Framework Programme of the European Union - it is one of the largest projects on social innovation in the public sector. The research is being conducted by EU researchers from 12 different universities in 11 countries.
