1. update test filter by adding gpu configuration
2. add mixtral_8x7b_v0.18_fp8 model path, lama_v3.1_70b_instruct_fp8 model path and llama_v3.1_8b_instruct_fp4 model path, correct model path for llama_v3.1_405b_instruct_fp4
3. add more cases for RTX Pro 6000 SE according to this doc and add some case into waive list.

--add-multi-gpu-test (OPTIONAL) : Force run the multi-GPU tests. Will also run L0 pre-merge pipeline.

--post-merge (OPTIONAL) : Run the L0 post-merge pipeline instead of the ordinary L0 pre-merge pipeline.
