[Cases] Persist filter settings in Cases list to the URL #131806
Description
Filters can be applied to the Cases list page to filter the list by status, reporter, tags and from 8.3 severity (see #131694). However these filter settings are not stored in the URL, so are lost if the page is refreshed, and also cannot be set in bookmarked links.
