[RAM] Use new bulk delete API in UI

Here I've created a new _bulk_delete endpoint for rules.

In this PR we need to update the toolbar action to allow Delete on select all and use this new _bulk_delete endpoint.

DoD:
Delete action is active in the toolbar. And pressing it call _bulk_delete endpoint which delete corresponding rules.
