About us
The Great Lakes Water Authority (GLWA) is a regional water and sewer authority that services nearly 40 percent of the water customers in Michigan On June 12, 2015, history was made as the Great Lakes Water Authority and the City of Detroit entered into 40-year leases providing for GLWA’s operation of the regional water and sewer system. On January 1, 2016, GLWA began regional operations. GLWA is an important example of regional collaboration in southeast Michigan, with the City of Detroit, the counties of Wayne, Oakland, and Macomb, and the State of Michigan officially uniting to ensure that both city and suburban water and sewer customers have a powerful voice in the management and direction of one of largest water and wastewater utilities in the United States. With the stand-up of the new authority, GLWA assumed operational, infrastructure improvements, environmental compliance and budget-setting responsibilities for the regional water and sewage treatment plants, major water transmission mains and sewage interceptors, and related facilities. These facilities are leased from the City of Detroit for an allocation of $50 million per year to fund capital improvements for the City of Detroit retail system and/or Detroit’s share of capital improvements to the regional system. Currently GLWA provides wholesale water and waste water services to 126 municipalities in seven Southeastern Michigan counties, which is equivalent to approximately 3.9 million customers. In keeping with the spirit of collaboration from which GLWA was created, the authority is governed by a Board of Directors that includes one representative each from Oakland, Macomb and Wayne counties as well as two representatives from the City of Detroit, and one appointed by the Governor of the State of Michigan to represent customer communities outside the tri-county area.

Detroit’s mural landscape is expanding with a vibrant new work led by Nick Pizaña (MFA Painting 2022), muralist and cartoonist, who is painting a student-designed mural on the side of the Great Lakes Water Authority Resource Recovery Facility. The design, created by 11th-grader Heidi Easthouse with contributions from more than 100 Detroit Public Schools Community District students, depicts a colorful circle of water filled with fish, a young girl, and a mythical lake creature. Pizaña describes the piece as both whimsical and deeply rooted in themes of water’s role in nature and human life. “This design brings a pop of color and imagination to the neighborhood,” Pizaña shared with the Detroit Free Press. The project highlights Detroit’s thriving mural scene while encouraging the next generation of artists to engage with public art and environmental themes. For Pizaña, whose influences range from Robert Wyland’s iconic whale mural downtown to Diego Rivera’s Detroit Industry Murals at the DIA, this project is also a continuation of Detroit’s long tradition of storytelling through mural art. 1: Nick Pizaña working on the GLWA Resource Recovery Facility mural. 2: Heidi Easthouse with her designs. GLWA CEO Suzanne Coffey and Deputy CEO William M. Wolfson appeared on Michigan Matters with Carol Cain on Sunday for a discussion about water infrastructure and funding. Coffey says, "one of the things I think people don't think about that much is the fact that most of these systems were built with federal dollars once upon a time, and the replacement or renewals of them is now entirely on the backs of the people who are paying the bills. So we are looking for that kind of assistance from the federal government and state government as well. But across the country, the utilities need some sort of structural, recurring, regular cadence of investment into this water industry."
