The paper "Landing on empty: estimating the benefits from reducing fuel uplift in US Civil Aviation" by Center for Air Transportation Resilience (CATRes) researchers Megan S. Ryerson and Mark Hansen found that even minor adjustments to contingency fuel practices could lead to reductions in both cost and emissions without sacrificing flight safety.
