Over the last 7 months, the Minnetonka Police Department has been focused on getting cutting-edge tech into the hands of our staff. We’re ready: remote responses are already happening with our current X10, the Part 91 COW is in hand, and dock sites are set. Our new Real Time Operations Center will be live as well, equipped with a state-of-the-art video wall and fueled by Fusus by Axon. It will fuse data from Axon devices, Flock Safety ALPRs, Skydio drones, 1,500+ city cameras, and more. I’m proud to help lead these efforts—and even prouder to work for an agency pushing hard to embrace technology and solve problems now and for the future. It’s been a wild ride, a true team effort, and soon, a fully realized vision of modern public safety.

911 Calls are Vague. #DFR Ensures the Response Isn’t. If you’ve been paying attention lately, you’ve probably seen a wave of articles about drones as first responders. Some are organic, some paid, and most hit the same talking points—faster response times, improved de-escalation, and fewer calls requiring a patrol unit. All true. All important. But for me, the real story runs deeper. DFR is fundamentally reshaping how we protect the public—and how we ensure that protection is equitable, just, and rooted in real-time evidence. Back in 2019, before we ever purchased a drone, we sat down with the ACLU—thanks to sage advice from our friends in Chula Vista and then–City Attorney Christopher Balch. Why? Because we needed to hear voices outside our own. We believed from the start that this technology could do more than just get eyes on a scene—it could help prevent unnecessary stops, avoid mistaken identities, and support civil liberties rather than threaten them. Ironically, that was something I don’t think the ACLU had fully considered before that conversation and doesn’t give enough credit to in the current conversation. Think about a 911 call with a vague suspect description: “(*Insert Race) Male, dark shorts, white shirt.” Minutes later, officers are trying to determine who fits that description. But if a drone arrives first and captures clear footage of what actually happened—and who was actually involved—that changes everything. As attorney & former Mayor John Ernst would say, that’s public safety done better. That’s fewer people needlessly stopped, and more accurate, informed policing. DFR represents a shift—not just in how we respond, but in how we uphold our responsibility to protect rights, reduce harm, and serve our communities with clarity and care. #DFR is a powerful tool for more just policing. I remember something my good friend Charles Werner said many times over the years that still resonates today. I’m paraphrasing here but he often says “A public safety agency operating today without a #UAS program or at least access to one, is flirting with negligence.” Today, the landscape has changed. For example the Fire Service. When it comes to technology, firefighting has been slow to keep up with advancing tech. We have a saying “The Fire Service is made up of over 200 years of tradition… unimpeded by progress”. …I’m a FF so I’m allowed to say that😏 Times are changing. Drone technology has transcended that sentiment in today’s #FireRescue operations. Today I worked with a very large FD agency who not only was using drones for the typical #information, #reconnaissance and #surveillance of our emergency scenes but was pushing their aircraft to do the “other things”. Things that were considered science fiction just 5 years ago. Things like: ✅ Remote Air Monitoring ✅ Flammable Gas Detection ✅ Radiation/Chemical Detection ✅ Payload Delivery Note: In this demo we were using the Skydio X10 with the X10 TacMount bracket carrying the Blackline Safety G7c PiD detector as well as the Morphix Technologies, Inc Chameleon Chem. Detection and LiveU for this #hazmat kit out option. That’s a mouthful and a lot of gear but this “midsized” #sUAS packs a lotta 👊!

On July 30th at 2:43 a.m., Lake County Sheriff’s deputies assisted Tavares PD and Eustis PD with a vehicle that had fled. The vehicle was later found unoccupied in the City of Tavares. I launched our Skydio X10 and within four minutes I located the suspect and was able to track him continuously with the drone. Using the drone as a reference point, I guided responding deputies directly to his location. Thanks to this teamwork, Eustis officers safely took the suspect into custody, and he was booked into the Lake County Jail. The suspect, J’quarius Sceal, faces multiple charges including: • Possession of Fentanyl • Driving While License Suspended • Fleeing Law Enforcement • Resisting Law Enforcement • Grand Theft Auto This operation is a great example of how advanced UAS technology like the Skydio X10 helps us protect our community while keeping deputies safe.
