With 197 Parties, the United Nations Framework Convention on Climate Change (UNFCCC) has near universal membership and is the parent treaty of the 2015 Paris Climate Change Agreement. The main aim of the Paris Agreement is to keep a global average temperature rise this century well below 2 degrees Celsius and to drive efforts to limit the temperature increase even further to 1.5 degrees Celsius above pre-industrial levels. The UNFCCC is also the parent treaty of the 1997 Kyoto Protocol. The ultimate objective of all agreements under the UNFCCC is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system, in a time frame which allows ecosystems to adapt naturally and enables sustainable development.

    Close to 100 countries — including nearly 40 Heads of State and Government — have announced, committed to finalizing, or set out their commitment to implementing their new climate targets ahead of #COP30 in Belém, Brazil this November. The announcements came at a Climate Summit convened by UN Secretary-General António Guterres and President Luiz Inácio Lula da Silva of Brazil on the margins of the 80th session of the UN General Assembly. Around 100 Parties to the Paris Agreement representing two-thirds of global greenhouse gas emissions have now either submitted or unveiled new national climate plan (NDC) targets — setting out their commitments to accelerate climate action. For the first time, several major economies including China – the world’s largest emitter – as well as Nigeria announced economy-wide emissions reduction targets covering all greenhouse gases and all sectors. “The science demands action.     The science demands #ClimateAction. The law commands it. The economics compel it. And people are calling for it. At today’s #UNGA Climate Summit, I called on world leaders to step-up and create national climate plans that go much further, must faster than today’s ambitions. We need to enter a decade of acceleration and supercharge the transition to the clean energy age. The bottom-line is this: clean is competitive, and climate action is imperative.

    What needs to happen from here?   This new era of climate action must bring our process closer to the real economy, for faster implementation, bringing more of the massive benefits of climate action to more people.   Not an easy task. But we are not starting from scratch.   ✔ Investment in renewables has increased tenfold in ten years. ✔ Over 90% of new renewables cost less than the cheapest new fossil option. ✔ Clean power, electrification, efficiency and storage, resilience-building – the innovation and solutions exist.   The new economy is rising, but we need it to rise faster and fairer.   The next step is to extend this growing Paris-alignment, country by country, sector by sector, across every stream of finance.   And we must harness the force multipliers, like AI used responsibly, and building clean industry now.   Let’s never lose sight of how far we’ve come:   Without UN climate cooperation, we would heading for up to 5c of heating – an impossible future. Today we are closer to 3. Still too high – but bending the curve. Later this year we will see how much closer the next round of national climate plans gets us to 1.5.   And we’ll see where we have made progress on adaptation and implementation.   We must recognise what these and other data are telling us, then at #COP30, nations must respond. With strong outcomes across all negotiations that send a clear signal: nations are standing rock-solid behind climate cooperation and the Paris Agreement.   With faster implementation across all sectors. And with a COP that shows the vast benefits of climate action for people and economies: more jobs, better health, higher living standards, more secure and affordable food and energy.   Let’s keep it up, and let’s step it up.   • For nearly 80 years, the United Nations General Assembly has been the world’s forum for addressing humanity’s greatest challenges. When countries work together through the UN, they can make a real difference. Landmark agreements like the Kyoto Protocol in 1997 and the Paris Agreement in 2015 show the global commitment to tackle the climate crisis and protect people worldwide. This multilateral approach works. Without the Paris Agreement, the world would be on track for close to 5°C of global heating. Current pledges bring that down to around 3°C. But to reach the 1.5°C needed to safeguard people and planet from droughts, floods, extreme heat, rising food prices and other climate impacts, more is needed. And faster. Next week, as world leaders gather in New York for the General Assembly, the UN Secretary-General is convening a Climate Summit where countries will present new national climate plans required under the Paris Agreement, building momentum on our road to COP30 in Brazil. #UNGA #ParisAgreement #COP30
