About The Role
This dual-role position is ideal for an accounting professional who is confident with all aspects of payroll and general ledger reconciliations, journal entries and enjoys contributing to continuous process improvement.
The ideal candidate is hands-on, collaborative, and capable of managing multiple priorities with accuracy and efficiency. You'll play a key role in ensuring payroll compliance and accuracy, analyzing and preparing account reconciliations, and improving financial operations.
As a Accounting Manager, you will be responsible for overseeing the payroll function, including both exempt and non-exempt employees, including SCA employees, while ensuring timely, accurate, and compliant payroll processing. This position requires a deep understanding of government contracting compliance, federal and state regulations and labor laws. You will collaborate closely with HR, Finance, and Accounting to ensure smooth operations and compliance with all applicable requirements.
Responsibilities
Payroll Administration: Oversee end-to-end payroll processes for both salaried and hourly employees, ensuring accurate and timely payment of wages, bonuses, and benefits. Full process between timekeeping and labor systems
Reconciliation:
Oversee monthly, quarterly, and annual with payroll service reports & Tax returns reconciliation of payroll and other balance sheet accounts to ensure accuracy in financial reporting.
Reconcile payroll-related accounts (e.g., accrued payroll, payroll taxes, employee benefits) and resolve discrepancies with accounting and finance teams.
Manage reconciliation of timesheets to labor.
Oversee companywide credit card program ensuring seamless use, compliance, audit and reporting.
Actively participate in periodic close ensuring accounts payable and payroll entries are accurately posted in the general ledger and all corporate procedures are followed.
Coordinate with internal departments to ensure proper accounting for labor distribution, fringe benefits, and overhead allocations.
Compliance Management: Ensure compliance with federal, state, and local tax laws, as well as specific regulations related to government contracts (e.g., FAR, DCAA, Service Contract Act, Davis-Bacon Act, etc.).
Reporting & Audits: Prepare, review, and submit accurate and timely payroll-related reports for internal and external stakeholders. Participate in payroll audits and ensure proper documentation for DCAA audits and other regulatory reviews.
Process Improvement: Identify opportunities for process improvements, streamline workflows, and implement best practices to optimize payroll operations. Review and improve multi-vendor system interfaces, software bridges, etc. for accuracy and timeline.
Collaboration: Work closely with HR and Finance teams to address employee pay issues, resolve discrepancies, and ensure proper reporting for cost accounting.
Data Integrity: Ensure accuracy and confidentiality of payroll data, including employee information, pay rates, deductions, and benefits.
Employee Support: Provide exceptional client service to employees regarding payroll inquiries, tax withholding, benefits, and deductions.
State Compliance: Maintain state compliance notices and have in-depth knowledge of multi-state tax compliance and reporting.
Qualifications
Education: Bachelor's degree in Accounting, Finance, Business Administration, or a related field. (Preferred)
Experience: Minimum of 15+ years of payroll management experience, with at least 10 years in a senior or leadership role, preferably within the government contracting industry with multiple outsourced payroll versions.
Technical Skills: Expertise in payroll software (Isolved, Costpoint, Unanet) and advanced proficiency in Microsoft Excel. Experience with SCA compliance.
Leadership Skills: Proven ability to lead, mentor, and develop payroll teams in a dynamic, fast-paced environment.
Detail-Oriented: Exceptional attention to detail and accuracy in payroll processing, reconciliation, and compliance reporting.
Problem-Solving: Strong analytical and problem-solving skills, with the ability to troubleshoot and resolve complex payroll and reconciliation issues.
Communication Skills: Excellent written and verbal communication skills, with the ability to collaborate across multiple departments and communicate complex payroll concepts to non-experts.
